Govt to place NIH under private sector

Islamabad: The government has decided to restructure the National Institute of Health (NIH) to place it under the governors’ board to amend the law to re-organize the Institute for carrying out research and working to prevent infectious diseases in Pakistan.

The board shall comprise seven members, all of whom shall be from the private sector.

There shall be a Board of Governors of the NIH to administer and manage its affairs and shall have overall superintendence and control over the NIH functions and the institutes and the centers functioning under the NIH and all related matters.

The board shall comprise seven members, all of whom shall be from the private sector. All of the members would be experts in their respective fields.

To achieve this objective, the government has decided to introduce the National Institute of Health Re-organization act 2020.

National Institute of Health, Islamabad is an autonomous body working under the Ministry of National Health, Services, and Regulation & Co-ordination.

National Health laboratories (NHL) was made an autonomous body through ‘residential Ordinance of 1980 under the National Institute of Health (NIH) name. After enacting NIH Ordinance 1980, no further legislation or amendment was made with developments at the international level.

To make NIH’s working more effective and responsive to public service delivery, the Ministry of National Health Services, Regulation has drafted a bill “National Institute of Health Re-organization Act 2020 for re-organizing the National Institute of Health.

However, the proposed law will aim to re-organize the National Institute of Health and make it a better position to carry out research and prevent and spread infectious diseases in Pakistan.

Under the proposed arrangement, NIH will frame financial and administrative management policies, make regulations, and prescribe all subordinate institutions’ functions. Also, it shall provide health disease advisory to Federal and Provincial governments. The following Institutes and Centers proposed now part of NIH.

They include the Center for Disease Control, Health Research Institute, National Health Laboratory, Health Data Center, Institute of Environment and Occupational Health, Institute of Nutrition and Health, and Vaccine and Biological.
