FBR Orders Sugar Mills to Install Video Monitoring

The Federal Board of Revenue (FBR) has instructed all sugar mills to install advanced video analytics and GPU-based monitoring systems before the crushing season begins.

The move aims to strengthen transparency and control tax evasion within the sugar industry, which remains one of the most closely monitored industrial sectors.

These digital systems will enable real time tracking of production data directly through the Federal Board of Revenue monitoring and analysis network across Pakistan.

As per the official notification, no sugar mill will be permitted to operate without integrating its surveillance systems into the central analytics platform.

Officials stated that this initiative marks an important milestone in meeting commitments made to the International Monetary Fund for improved revenue and documentation.

Under the new policy, sugar mills must install GPU-based devices that ensure accurate, tamper proof, and continuous monitoring of all production operations.

The authority said that integration of these tools will reduce underreporting and promote higher accountability and compliance within the sugar manufacturing sector.

This initiative is part of the governments broader strategy to digitise industrial operations and promote greater transparency in overall tax collection and revenue management.

Similar digital monitoring systems are already being implemented in other key industries across Pakistan, particularly in the fast growing cement manufacturing sector.

From November 1, the revenue board has made it mandatory for cement producers to include tax stamps on every bag distributed in the market.

Each cement bag will carry a unique identification code that enables authorities to verify authenticity and confirm tax compliance instantly through digital systems.

The Track and Trace initiative is expected to prevent the sale of untaxed goods and reinforce a culture of transparency across Pakistan industrial production chain.
