Minister of State for the Ministry of Federal Education and Professional Training (MOFEPT), Ms. Wajeeha Qamar, on Tuesday held a live press conference outlining comprehensive transparency measures and digital reforms implemented across the education sector to strengthen accountability, merit, and public trust.

Addressing the media, the Minister emphasized that transparency, digitization, and citizen-centric governance are at the core of the Ministry’s reform agenda, in line with the Government’s commitment to institutional integrity and efficient service delivery.

Ms. Wajeeha Qamar stated that since 2024, all procurements within MOFEPT are being carried out strictly under PPRA Rules through the e-Pak Acquisition and Disposal System (EPADS). Tenders are openly advertised, while bid opening, evaluation, and award processes are digitally recorded. Financial approvals follow defined digital workflows, significantly reducing manual intervention and the scope for favoritism.

The Minister highlighted that MOFEPT has been 100 percent E-Office compliant since February 2019, making it one of the first federal ministries to achieve this milestone. All official correspondence, approvals, and decisions are processed digitally, ensuring a complete audit trail, time-bound decision-making, and elimination of undocumented verbal instructions.

She informed that a monitoring and reporting portal is operational for Federal Directorate of Education (FDE) schools, while an AI-based Education Management System is under development. Decision-making is increasingly evidence-based, supported by structured digital reporting of projects and programs.

The Minister noted that all complaints are handled through the Prime Minister’s Performance Delivery Unit (PMDU), with strict monitoring and defined timelines. This transparent and trackable mechanism has strengthened responsiveness and reduced reliance on informal influence.

Ms. Wajeeha Qamar explained that NAVTTC trainings follow strict merit through written tests, monitored delivery, and syllabus compliance. Databases are maintained for successful trainees, with periodic follow-ups to track employment outcomes and analyze training effectiveness.

Highlighting major reforms in higher education, the Minister shared that HEC’s centralized ERP system “Maktab” has been implemented in 25 universities and is being expanded nationwide. The system digitizes the entire student lifecycle, reducing delays, errors, and favoritism while enabling real-time oversight.

She further announced the introduction of Blockchain-based degree verification by HEC, ensuring tamper-proof, globally verifiable academic credentials, enhancing Pakistan’s international academic credibility.

The Federal Directorate of Education has launched its first-ever centralized e-Admission Portal for BS programs in Islamabad Capital Territory, ensuring transparent and efficient admissions.

Similarly, the IBCC One-Window Online Platform now provides end-to-end digital services for attestation, equivalence, and verification, with QR-based verification, online tracking, and doorstep delivery, significantly reducing time, cost, and inconvenience for citizens.

Ms. Wajeeha Qamar highlighted the DGSE Reform Agenda 2025, which introduced merit-based recruitment, PPRA-compliant procurements, digital monitoring systems, and citizen engagement mechanisms, including Khuli Kacheris. The establishment of the Centre of Excellence for Autism under PSDP was cited as a landmark initiative governed through transparent and expert-led oversight.

She also outlined transparency measures by FBISE, including an AI chatbot for public queries, digital payment systems, AI-assisted assessment of descriptive papers, online selection of evaluators, and enhanced quality assurance in e-marking.

Concluding the press conference, the Minister reaffirmed that these reforms collectively aim to institutionalize transparency, reduce discretionary practices, and deliver efficient, technology-driven, and citizen-focused education services across Pakistan.
