Govt Seeks Intelligence Agencies Input to Appoint Drug Inspectors

The government has sought input from Intelligence agencies to appoint Federal Inspector of Drugs (FIDs) and their area of jurisdiction under the Drug Regulatory Authority of Pakistan (DRAP).

The cabinet, in a recent meeting, has approved the appointment of new Federal Inspectors of Drugs (FIDs) and notified their areas of jurisdiction under the Drug Regulatory Authority of Pakistan (DRAP).

The National Health Services, Regulations and Coordination Division briefed the Cabinet that section 17 of the Drugs Act, 1976, empowered the Federal Government to appoint Federal Inspectors of Drugs (FIDs) under the Drug Regulatory Authority of Pakistan (DRAP).

Section 15 of the Act had provided for the areas of jurisdiction of the FIDs to be notified by the Federal Government. The requisite qualification and experience for appointment of Federal Inspectors of Drugs (FIDs) were defined in rule 3(1)(a) and (b) of the Drugs (Federal Inspector, Federal Drug Laboratory and Federal Government Analyst) Rules, 1976, while rule 4 of these Rules specified the duties of FIDs.

The health ministry had informed the cabinet that, with a view to improving governance in the field, DRAP had submitted a proposal for the appointment of FIDs and their area of jurisdiction as per requirements and criteria.

Accordingly, a list of the proposed FIDs along with their qualification, experience, proposed area of jurisdiction, and curricula vitae was placed before the Cabinet.Cabinet sacks CEO DRAP

The Cabinet was informed that DRAP had recommended de-notification of FIDs who had been appointed with the approval of the Cabinet vide SRO.02(1)/2021 dated 6 January 2021, SRO 1186(I)/2022 dated 22 July 2022, and SRO.1187(1)/2022 dated 22 July 2022.

Draft de-notification of these FIDs, duly vetted by the Law and Justice Division, was annexed with the summary. It was further informed that the areas of jurisdiction of the incumbents proposed to be de-notified had been assigned among the FIDs proposed to be appointed.

The Prime Minister’s office had directly obtained the input from the intelligence agencies In view of the foregoing, approval of the following proposals was sought.

The Health Ministry sought the approval of the appointment of Federal Inspectors of Drugs and their area of jurisdiction as per the details annexed with the summary. De-notification of the Federal Inspectors of Drugs was sought as per the details annexed with the summary.

Approval of the Cabinet was sought for the proposal.  The Cabinet considered the summary titled “Appointment of Federal Inspector of Drugs (FIDs) and their Area of Jurisdiction under Drug Regulatory Authority of Pakistan (DRAP)” submitted by the Ministry of National Health Services, Regulations and Coordination, and approved the proposal.
