LDA City Payment Records Under Review After Voucher Irregularities
The Lahore Development Authority (LDA) has initiated a thorough review of payment documents associated with land acquisitions in LDA City following the discovery of irregularities in 24 payment vouchers. This action comes after allegations of corruption were reported in recent media coverage, prompting LDA Director General Tahir Farooq to establish a four-member investigative committee.
Investigation into Payment Voucher Discrepancies
The committee’s inquiry revealed that several payment vouchers had visible cuttings or amendments, raising concerns about their legitimacy. LDA officials and patwaris were called to provide explanations for these alterations, with many claiming that they were due to errors in recording the original amounts. In some cases, landowners reportedly received revised vouchers subsequent to settlements, suggesting possible procedural confusion or mismanagement.
Sources within the Land Acquisition Collector (LAC) office explained that payments to landowners were made based on rates set above the District Collector’s valuation. However, the process allegedly lacked transparency, especially as many landowners were either illiterate or uninformed about entitlement rules. Moreover, no public notifications were reportedly displayed at the acquisition sites to inform landowners about the additional compensations.
Steps to Enhance Transparency and Oversight
Responding to the findings, DG Tahir Farooq emphasized that all previously issued payment vouchers are currently undergoing detailed examination. The investigative committee has begun regular site visits, planned on a weekly basis, to monitor payment records closely and ensure accountability. Furthermore, although the presence of patwaris with questioned conduct was noted, their transfers are scheduled as part of an ongoing provincial reshuffle of over 3,000 patwaris ordered by the Punjab Chief Minister.
In an effort to increase transparency, there has been a proposal to incorporate QR codes into payment vouchers, which could facilitate electronic verification. However, the DG remarked that since the payment book format is officially mandated, any changes would require consultation with the LDA’s IT department before implementation.
Implications for Pakistan and LDA City Stakeholders
This scrutiny into LDA City’s land acquisition payments underscores challenges around governance and transparency in property dealings within Pakistan’s rapidly urbanizing areas. For Pakistani landowners, developers, and policymakers, ensuring integrity in compensation processes is vital for fostering trust and encouraging investment. The case highlights the importance of clear communication with landowners, especially those with limited literacy, and the adoption of technological tools to prevent fraudulent alterations.
As investigations continue, the LDA’s willingness to review and reform its procedures could serve as a benchmark for other urban development authorities across the country, aiming to improve transparency and protect the rights of landowners.
“We are committed to conducting a meticulous review to uphold transparency in all land acquisition processes,” stated DG Tahir Farooq.
