MoITT Launches Bid to Modernize Digital Networks

The Ministry of Information Technology and Telecommunication (MoITT) has initiated a consultancy bid to modernize digital infrastructure under the World Bank-funded DEEP project.

The ministry is inviting consultancy firms to draft a National Fiberization Policy (NFP) and design a Right-of-Way (RoW) One-Window Portal.

The initiative aims to address critical connectivity gaps and improve digital public service delivery.

Pakistan currently lacks a ranking in global Fiber-to-the-Home (FTTH) metrics, and only 14% of mobile towers are fiberised.

In comparison, India and Bangladesh have achieved fiberization rates of 33.8% and 34% respectively.

MoITT has set ambitious targets for 2029, including deploying 8–10 million new fiber-based household connections and achieving 80% fiberization of mobile towers.

The ministry also aims to ensure minimum broadband speeds of 100 Mbps and place Pakistan among the top 50 countries in the Ookla global speed rankings.

A major challenge is the lengthy Right-of-Way approval process for laying fiber, currently exceeding 100 days.

The selected consultancy will design a One-Window Digital Portal to harmonize policies across federal, provincial, and local authorities, reducing processing times initially to 75 days and ultimately below 65 days.

The firm will also develop a Microwave Administrative Incentive Pricing (AIP) strategy to transition from microwave backhaul to fiber-optic networks, essential for 4G densification and 5G readiness.

It will additionally propose hybrid models that integrate satellite broadband to provide connectivity in remote and hard-to-reach areas.

This six-month assignment will deliver feasibility studies, investment plans, and legal reforms.

MoITT requires a multidisciplinary team of policy advisors, telecom engineers, legal experts, and UI/UX designers. Expressions of interest must be submitted by 14:00 on December 24, 2025.
