PM&DC Launches Digital Restructuring to Boost Efficiency

This momentous reform is designed to strengthen transparency, accountability, efficiency, and service delivery, ensuring that PM&DC continues to uphold excellence in medical and dental education, licensing, and professional regulation across Pakistan.

President, PM&DC, Prof.Dr.Rizwan Taj in his statement, said that this restructuring marks a new era of institutional excellence and transparency within the Pakistan Medical & Dental Council. The Council has undertaken a complete review and has redesigned its organizational structure. Job descriptions for every position have been formally defined to ensure clarity in roles, responsibilities, and reporting lines, which will promote accountability and eliminate redundancy in administrative functions.

As part of the restructuring, PM&DC is filling all key vacant positions to ensure financial discipline, legal compliance, and administrative efficiency. The timely induction of qualified professionals will strengthen digital governance and institutional capacity.

 A systematic monthly and annual performance assessment mechanism, including Annual Confidential Reports (ACRs) and structured performance evaluations, has been introduced to guide decisions on promotions and upgradations. A performance-based monetary reward system is also being launched to recognize and incentivize exceptional employees.

He added that recognizing the institutional excellence depends on human capital, PM&DC has initiated comprehensive training and development programs for all employees. These include capacity-building workshops and professional sessions conducted by renowned experts and trainers from various disciplines to enhance technical, administrative, and leadership skills as PM&DC is transitioning to a fully 100% digital environment through the implementation of an Enterprise Resource Planning (ERP) system. This will streamline all operational processes ranging from registration and licensing to accreditation and human resource management, ensuring data accuracy, and faster service delivery to stakeholders.

A robust internal control system has also been established to reinforce governance, prevent procedural lapses, and enhance financial and administrative oversight to develop a culture of accountability at every level.

PM&DC is launching a user-friendly digital interface with enhanced safety and accessibility features to provide convenient and secure services for applicants, institutions, and practitioners.

He further said that PM&DC has digitalized its examination registration systems to ensure a seamless and transparent experience for students and professionals. The upgraded MDCAT, NRE, and NEB systems now enable efficient online registration, real-time tracking, and automated processing, minimizing errors and delays.

PM&DC has established Regional Facilitation Centers in Lahore, Karachi, Peshawar, Quetta, and Gilgit-Baltistan to provide licensing, registration, accreditation, and public services, ensuring equitable access nationwide.

The restructuring initiative will enhance operational efficiency through automation and accountability. it will develop and improve employee motivation and productivity through transparent evaluation and reward systems.
