Quota Policy in CSS Sparks Heated Debate
The Senate Standing Committee on Delegated Legislation has directed the Federal Public Service Commission to provide clarity on CSS age relaxation rules.
The issue was raised in a meeting chaired by Senator Nasima Ehsan, where FPSC officials outlined existing eligibility requirements and current relaxation provisions.
Officials informed members that the maximum age limit is thirty years, with a two-year relaxation under specific conditions defined in current regulations.
They added that provincial service commission examinations remain separate from CSS and operate independently without any overlap in recruitment or selection processes.
The committee was also told reforms are under discussion to address low pass rates, particularly in English which remains the weakest subject for candidates.

A heated debate emerged on the quota system, with Senator Bushra Anjum Butt questioning its continuation despite the law being abolished in 2013.
The Establishment Division clarified there is no constitutional requirement for quotas, although FPSC confirmed the government continues following the current allocation practice.
Members also sought a briefing on increasing provincial exam age limits in Punjab and suggested reviewing the CSS English essay paper structure.
The committee concluded by stressing the need for transparency and reforms to ensure merit-based recruitment and stronger candidate performance in competitive examinations.
