Punjab Considers Revival of Safe Basant Festival

The Punjab government has started consultations to explore the possibility of reviving Basant, the traditional kite flying festival, under strict safety regulations.

According to the media reports, officials are considering allowing the historic event in selected areas and for limited days during Jashn e Baharan.

A high level meeting chaired by Punjab Home Secretary Dr Ahmed Javed Qazi reviewed the proposals for the iconic festival in detail.

The participants discussed amendments to the existing ban on kite flying and possible measures to ensure the safety of citizens during the festival.

Dr Qazi emphasised that the protection of human life remains the government’s top priority.

He said no activity that endangers lives would be permitted, but controlled celebrations under proper supervision could be considered.

The proposals suggest that permission for Basant as a cultural event could be granted during Jashn e Baharan, subject to approval from the Deputy Commissioner of the respective district.

Property owners seeking permission would be required to submit an affidavit confirming adherence to all safety measures.

Under the draft plan, the use of metal coated, nylon, or glass coated strings would be strictly banned across the province.

Kite makers, sellers, and suppliers would need to register with the Deputy Commissioner, while any violation could result in cancellation of registration, imprisonment, or heavy fines.

It was also proposed that those involved in unauthorised kite flying or selling would face strict penalties to ensure compliance with the new safety regulations.

LESCO representatives briefed the meeting on the damages caused by unsafe kite flying in previous years, particularly to the power infrastructure.

Representatives from civil society highlighted that reviving a safe version of Basant could create seasonal employment and promote tourism in Punjab.

The Walled City Authority was directed to conduct a public survey to gather citizens opinions on the possible revival of the festival.

According to a government spokesperson, unrestricted kite flying cannot be allowed due to serious safety concerns raised in previous years.

However, discussions are ongoing to organise Basant in a secure, regulated, and culturally vibrant environment across the province.
