NCCIA Sets Legal Guidelines for Call Centers in Pakistan

The National Cyber Crime Investigation Agency (NCCIA) has recently emphasized the legal requirements call centers must fulfill to operate within Pakistan. This announcement follows a series of operations targeting illicit call centers involved in cyber fraud across major cities.

Strict Registration Requirements for Call Centers

During a press briefing, SP Atif Ameer, Additional Director of the NCCIA Lahore Zone, outlined that call centers are mandated to obtain registrations from key regulatory bodies to be legally compliant. These include the Securities & Exchange Commission of Pakistan (SECP), the Pakistan Software Export Board (PSEB), and the Federal Board of Revenue (FBR). Without approvals from all three, a call center cannot be considered legitimate.

These registrations are foundational for business legitimacy; however, the NCCIA alerts that merely having documentation is insufficient if the call center deviates from its declared business activities.

Illegal Activities Despite Proper Registration

SP Atif Ameer revealed cases where call centers possessed complete legal registrations but engaged in fraudulent operations unrelated to their declared services. Illustratively, a large call center employing 200 individuals had registered for medical billing via SECP, PSEB, and FBR but was instead operating as a hub for scams. The NCCIA’s crackdown resulted in arrests and shutdown of such operations, reinforcing that compliance is not only about paperwork but also actual conduct aligned with registered objectives.

Implications for Pakistani Consumers and Businesses

This crackdown highlights the ongoing challenges Pakistan faces with cybercrime, particularly through call centers used for organized fraud. For the public, understanding these regulations is crucial as illegal call centers have affected consumers through scams and digital fraud. For businesses, it underscores the importance of transparency and adherence to legal frameworks to avoid severe penalties. The NCCIA’s intensified monitoring aims to protect the digital ecosystem and increase trust in call center services domestically and internationally.

As cyber threats grow, regulatory clarity and enforcement by NCCIA serve as key pillars in Pakistan’s fight against cybercrime, ensuring only authorized and compliant call centers operate within the country.
