The Ministry of Finance will now lead tax policy development, a responsibility previously held by the Federal Board of Revenue, as the federal government has begun preparations for the 2026–27 budget.
For the first time, the Tax Policy Office operating under the Ministry of Finance has been granted full authority to design tax reforms. Officials said the change reflects a new approach to economic planning and fiscal reforms.
As part of the budget process, the government has invited proposals from the business community, setting January 30, 2026, as the deadline for submissions.
Authorities have stressed that all tax proposals must be concrete and supported by clear justifications. Submissions are also required to outline their expected impact on revenue, economic indicators, and specific business sectors.
The Ministry of Finance is consulting a wide range of stakeholders, including trade bodies such as the Lahore Chamber of Commerce and Industry.

Proposals can be submitted through email or post using a specially issued form for the budget process.
Officials said priority will be given to proposals that offer practical solutions and are supported by data rather than general suggestions.
According to officials, the ministry has identified several focus areas for the 2026–27 budget, including strengthening manufacturing and industrial development.
Other priorities include tax incentives for the IT and digital economy, support for environmentally friendly and affordable energy projects, and measures to promote women’s employment and youth participation in the workforce.
Officials said the budget priorities are intended to support economic growth while ensuring sustainable development and inclusive opportunities.
