Govt to draft Bill to oversee Guns and Country Club

Islamabad: The government has decided to draft a Bill for proper administration and management of the guns and country club Islamabad.

Earlier, the government had established a committee on October 27, 2020, to oversee the affairs of the Guns and Country Club Islamabad.

Now, the government wants to find out a permanent solution for the proper administration and management of the guns and country club Islamabad. In this regard, the PTI government will draft a bill and seek approval from the Parliament.

Initially, the cabinet committee for disposal of legislative cases (CCLC) will clear it. Then cabinet will endorse this bill to lay before parliament for formal approval.

The government has formed a Temporary Management Committee that would run to day affairs of the Committee of Gun and Country Club, Islamabad.

The Inter-Provincial Coordination Division informed the Cabinet that the Pakistan Sports Board (PSB) is an autonomous body under the Ministry of Inter-Provincial Coordination. The government had developed in the premises owned by the PSB for the 9th SAF Games, shooting ranges.

The Ministry of Sports had passed a resolution in 2002 to establish Gun and Country Club in Islamabad. The objective was to sustain and institutionalize the shooting range facilities in Islamabad.

Supreme Court of Pakistan took Suo Moto Notice of the allotment of land of the Gun and Country Club 2011. The Court ordered the Ministry of IPC on July 9, 2018, to take over guns and country clubs. The court further directed the appointment of a Managing Committee.

The Court also held that the competent authority had not issued a Resolution to establish the Guns and Country Club. Therefore, the said resolution had no legal validity or sanctity.

Subsequently, on November 13, 2018, the Supreme Court has appointed another Management Committee consisting of private members. The Management Committee’s tenure had been extended up to November 19, 2020, through orders issued on September 23, 2020.

Earlier, the Supreme Court vide orders issued on May 19, 2020, directed the Federal Government to complete its process for proposing a lawful and practical legal framework for the Club’s management. The court also directed to complete the names and designation of fresh Management Committee members of guns and country club in Islamabad.

 The Inter-Provincial Coordination Division had solicited the approval of the Cabinet to the proposed nominations for the committee.

Inter-Provincial Coordination (IPC) Division informed the Cabinet that works on the rest of the issues were also in progress. However, the IPC further said that the Managing Committee would oversee the finalization of the compliance report for sustainable operations of guns and country club.

Meanwhile, the Cabinet considered the summary titled ‘Establishment of Temporary Management Committee of Gun and Country Club. The cabinet chaired by Imran Khan approved the Management Committee to run the Gun and Country Club’s day-to-day affairs.

The Secretary, Ministry of IPC would chair the committee to oversee affairs of guns and country club. Other members include Mr Naeem Bokhari, Mrs Maria Sharif, Lt. Col. (R) Haroon Islam, Dr.Fahad Haroon Aziz, Syed Mohammad Irfan, Mr.Ahsan Imtiaz Bhatty, Chairman, Capital Development Authority and Director General, Pakistan Sports Board.
