NADRA Enhances Overseas Services with QR-Code NICOP Rollout
The National Database and Registration Authority (NADRA) is expanding its overseas operations by introducing improved services and gradually implementing QR-code-based National Identity Cards for Overseas Pakistanis (NICOPs). This development aims to streamline identity verification for Pakistani citizens living abroad, particularly in the UK, Saudi Arabia, and Dubai.
Phased Introduction of QR-Code NICOPs
Approved by the government on February 23, 2026, the new NI-COP format replaces the older chip-based cards with durable polycarbonate cards embedded with QR codes. These codes securely store key personal information such as family numbers and can be accessed directly via the Pak ID mobile application without requiring specialized card readers. The transition addresses limitations of the previous chip-based system, which faced infrastructure and interoperability challenges.
Expanded Services for Overseas Pakistanis
To facilitate access, NADRA has equipped 10 registration centres within Pakistani missions abroad with the Pak ID software, boosting the capacity to process NICOP applications and renewals daily. Additionally, weekend mobile registration drives are operational in the UK, Saudi Arabia, and Dubai to assist Pakistanis unable to visit offices during regular hours. The organization also provides 25 counters in missions worldwide to manage online applications and routine service requests.
The Pak ID mobile app further simplifies the process, enabling users to submit and track applications remotely, thereby minimizing the need for physical visits. NADRA’s introduction of dematerialized identity cards since September 2025 allows eligible holders to access legally valid digital versions through the app, complementing physical smart card options which remain operational during this rollout phase.
Implications for Overseas Pakistanis
While these initiatives enhance convenience and security for Pakistani expatriates, the government has not specified how many individuals are impacted by travel complications linked to expired or invalid NICOPs. Interior Minister Senator Mohsin Raza Naqvi refrained from disclosing figures related to overseas Pakistanis facing travel restrictions, noting that the matter falls outside NADRA’s direct purview.
Nevertheless, the shift to QR-code NICOPs holds significance for Pakistanis living abroad as it promises more robust identity management and reduces dependency on imported card materials. The improvements also reflect government efforts to modernize citizen services in line with technological advances, potentially easing travel and official documentation processes for millions overseas.
