NEPRA grants Rs0.48 per Unit Relief for Electricity Consumers
The National Electric Power Regulatory Authority (NEPRA) has notified a fuel cost adjustment (FCA) relief of Rs0.4812 per kilowatt-hour for electricity consumed in September 2025, providing a moderate reduction in power bills to be reflected in November billing cycles. The decision follows the monthly petition submitted by the Central Power Purchasing Agency–Guarantee (CPPA-G).

According to the notification issued on Saturday, the negative FCA will apply to all distribution companies except lifeline consumers, protected domestic users, prepaid customers, and electric vehicle charging stations. The adjustment will be implemented on November bills for electricity supplied during September.
NEPRA’s notification also covers K-Electric consumers under the government’s tariff rationalization mechanism approved by the Economic Coordination Committee (ECC) on August 19, 2025. Under this arrangement, any difference between K-Electric’s determined FCA and the national average FCA will be compensated through a subsidy to maintain uniform tariffs across Pakistan.
Fuel charge adjustments reflect monthly fluctuations in the cost of fuels such as furnace oil, RLNG, coal, and hydropower used for electricity generation. These adjustments are reviewed by NEPRA after utilities file their cost data and are passed on to consumers either as a surcharge or relief depending on the direction of global energy prices.
Officials said the September FCA reflects lower generation costs due to improved hydropower contribution and stable global fuel markets. The average generation cost during September declined marginally from August levels as reliance on imported fuels eased. Hydel sources contributed over 35 percent of total generation, while coal and RLNG shares moderated compared to earlier months.
