Over 600 Hotels, Restaurants Found Unregistered in Islamabad
More than 600 hotels and restaurants in Islamabad have been found operating without registration, according to an investigation by the Department of Tourism. The revelation shows that even several major food brands are missing from the official records.
According to documents available with NewzTodays that the tourism department has compiled lists of unregistered establishments sector-wise. The list reportedly includes well-known eateries such as Cheezious and Bait Al Mandi in Sector B-17, KFC in D-12, Ravi Restaurant and Broadway Pizza in F-6 Markaz, and Butt Karahi in F-8 Markaz — all operating without registration.

Similarly, Royal City Hotel in Aabpara, Mehboob Hotel near Faizabad, Move N Pick in I-9 Markaz, and a KFC outlet in Blue Area are also unregistered.
The Ministry of Inter-Provincial Coordination’s Tourism Department has now launched an operation to bring all such businesses under the registration framework. Officials said notices will be issued in phases to unregistered hotels, restaurants, and travel agencies, under the Pakistan Hotels and Restaurants Act of 1976, which makes registration mandatory for commercial hospitality operations.
A special committee headed by Deputy Controller of Tourism Tariq Mehmood has been formed to oversee the process. The committee will identify unregistered entities, issue notices, and enforce penalties for continued non-compliance.

Officials warned that establishments failing to register even after receiving notices would face heavy fines. Currently, around 400 hotels and restaurants in the federal capital are registered, far fewer than those operating informally, suggesting widespread regulatory evasion in Islamabad’s fast-growing hospitality sector.
