The PMDC authority has decided to refer the matter to a third party for audit and investigation. They observed to bring all the Culprits to face consequences.
According to a statement, The PMDC Committee has investigated many irregularities in payments that were made in the previous tenure by the PMC.
These payments were in millions including those payments made to a Private Consortium. These payments were made before the signing of the agreements, nebulous payments for IT equipment, software, etc.
They added that the erstwhile PMC made an agreement of Rs 409.32 million on 17th of August, 2022 out of which an advance payment of Rs 122. 78 million 30% was paid on the 6th of August, 2022 before the execution of a Consortium for the conduction of MDCAT Examination-22.
This is surprising that payment to the Private consortium. And, another company had paid the taxes.
Even, the company was not registered with FBR. It was not registered with SECP as a consortium as well. It was in violation of PPRA rules and even did not fall under the definition of a Government Entity.
After detailed scrutiny, the Committee found another scam of erstwhile (PMC) by violating the procurement of Network IT Equipments such as Servers, Switches, Controllers, Access Points Firewalls, etc, and has severely violated the PPRA Rules.
Moreover, items delivered in erstwhile PMC were mismatched with the Bill of Quantities (BOQs) published in the Tender document for the captioned procurement.
Ironically, irregularities were also found in the procurement of Miscellaneous equipment such as Cameras, NVR, and UPS.
While talking to the Council Executive Committee,(the responsible body for financial and administrative affairs of PMDC) while highlighting the scams, the previous Council ensured to bring the culprits to face consequences.
According to the Spokesperson of PMDC Hina Shaukat, she said that the PMDC emphasized that the Council is a combination of the best eminent members from all over the country with the highest reputational image as General Physicians, Health Experts, Surgeon generals, legal experts, auditors, health Secretaries of all provinces.
She added that after assuming the charge, the Council has started working devotedly for the betterment of the medical and dental profession and working tirelessly to make PMDC more efficient as a regulator as well as a facilitator.
She said that all necessary arrangements have been made for the transition from PMC to PMDC. The first priority of the Council is to achieve the Accreditation of WFME so that our doctors and students may not face any problems internationally.
She maintained that they were concerned that as PMDC has highlighted the scam’s previous regime, a group of vested interest has started a media campaign merely to undermine and malign PMDC whose preamble is not even correct nor near to true.
PMDC refutes all such information shared and published. The culprit controversial group is trying to delay tactics in achieving the PMDC objectives and just to malign the working of the current Council.
These malafide intentions of this vested group may create hurdles in creating a liaison between the international medical communities and relations with WFME.PMDC Starts Probe Against Medics over alleged Negligence
She claimed PMDC is conducting the MDCAT 2023 examination on time for the first time in history without wasting students’ precious time.
