Punjab To Launch Juvenile Driving Permit From March 1

Punjab will issue Juvenile Driving Permits from March 1 for motorcycle riders aged 16 to 18, aiming to curb underage riding and improve road safety.

The Punjab Traffic Police on Wednesday announced the rollout of a Juvenile Driving Permit for teenagers aged 16 to 18, allowing them to legally ride two-wheeled motorcycles from March 1.

Officials said the permit targets widespread underage motorcycle riding across the province. Authorities described the initiative as a structured legal pathway for minors who previously rode without formal authorization.

Under the new framework, eligible applicants must first obtain a learner’s permit. They must then pay a Rs500 processing fee at designated traffic offices or Driving License Issuance and Management System centers.

The permit restricts holders strictly to motorcycles. It does not authorize driving cars or heavier vehicles under any circumstances.

Officials said teenage riders must practice under the supervision of a licensed adult. A mandatory theory test will be required before issuance of the Juvenile Driving Permit.

Applications will open online through the DLIMS portal. The Punjab cabinet approved amendments to the Provincial Motor Vehicle Ordinance in January to enable the scheme.

The change bridges a legal gap for riders below the standard minimum age of 18 for a full driving license. Traffic authorities said the permit will remain valid until the holder turns 18.

Punjab’s Inspector General of Traffic confirmed that enforcement against violations will continue alongside the rollout. Authorities warned that misuse or breach of permit conditions could result in penalties.

Officials said the initiative seeks to improve compliance with traffic laws while addressing the reality of teenage motorcycle use. Parents and road safety advocates have largely welcomed the move, citing the need for regulated training.

Some observers, however, expressed concerns that formalizing permits may increase road exposure for inexperienced riders. Traffic police said monitoring and strict supervision requirements would mitigate such risks.

Punjab has witnessed persistent concerns over road safety involving young riders. The Juvenile Driving Permit aims to formalize training, strengthen accountability and reduce illegal underage biking across the province.

Authorities said the success of the Juvenile Driving Permit will depend on enforcement, public awareness and responsible supervision when the scheme launches on March 1.
