The Senate on Wednesday approved legislation regulating online ride-hailing services in Islamabad, establishing a formal legal framework to govern companies operating within the capital city.

Under the law, ride-hailing companies must obtain an operational certificate from a designated authority before providing transport services to passengers in Islamabad within the city.

The legislation requires all drivers to register with the authority, barring unregistered drivers from operating vehicles or offering ride-hailing services in the city under rules.

It sets eligibility requirements for drivers and vehicles, including valid driving licences, special permits, vehicle registration, and mandatory annual fitness inspections for commercial roadworthy operations.

The law obliges ride-hailing companies to maintain records of drivers and vehicles and provide operational data to authorities upon request when formally sought by regulators.

Senate officials said the bill addresses safety, accountability, and administrative concerns in a rapidly expanding sector lacking a clear regulatory structure for online transport services.
