Sindh HC Enforces 10% Free Seats in Private Schools
The Sindh High Court Sukkur Bench has directed all private schools across the province to allocate ten percent of seats for underprivileged students receiving free education.
In its written order, the court warned that any school failing to comply with this directive will face immediate suspension of registration and related privileges.
The judgment seeks to promote educational inclusivity and ensure the constitutional right of every child to access free and compulsory education in Sindh.
The two-member bench, led by Justice Zulfiqar Ali Sangi and Justice Riazat Ali Sahar, expressed concern over private schools ignoring earlier court orders regarding free education provisions.
The judges observed that several institutions continue to neglect their legal duty to accommodate students belonging to low income or financially challenged families.
The court instructed the Director of Private Schools to submit a detailed compliance report within three months covering all registered private educational institutions in Sindh.

Justice Zulfiqar Ali Sangi noted that Article 25 A of the Constitution makes it mandatory for the state to provide free education to children.
He added that private schools operating under state regulation must also contribute to this national responsibility by supporting equal educational opportunities for all children.
The hearing was adjourned until November ten, as the court expects concrete implementation updates and compliance evidence during the next scheduled session.
Last month, the Islamabad High Court issued similar orders asking private schools to present data confirming compliance with the ten percent free admission requirement.
According to the Right to Free and Compulsory Education Act of 2012, all private institutions must reserve ten percent of seats for financially disadvantaged students.
