Water Tank Rupture Raises Safety Issues at Tajikistan’s Rogun Dam

A recent rupture of a water reservoir has sparked new safety concerns at the Rogun Dam construction site in Tajikistan. The incident caused water to flood a tunnel where workers were present, leading to conflicting reports about injuries.

Details of the Rogun Dam Incident

On October 21, a reservoir used in the dam’s construction ruptured and sent a surge of water rushing into a tunnel. Workers from the subcontracting company Sino Hydro were inside the tunnel carrying out work when the event took place. The Tajikistan State Service for the Supervision of Industrial and Mining Safety stated that there were no injuries and that those affected received first aid before returning to work.

However, eyewitness accounts reported by RFE/RL’s Radio Ozodi paint a graver picture. Video footage and witness statements suggest the incident occurred on October 22, trapping some workers under debris pushed by the water surge, with more than five reportedly injured. One employee acknowledged the accident but emphasized it was unrelated to construction quality.

Background and Importance of Rogun Dam

The Rogun Dam is a massive hydroelectric project poised to become the tallest dam worldwide at 335 meters if completed to its full design. Despite its potential to generate significant power, the project faces major financial challenges, with the Tajik government needing to secure approximately $6 billion to finalize construction.

Safety records at the site have been questionable. Officials admitted that eight separate industrial accidents occurred in 2025 alone, though little information was provided on casualties or their causes. Tajikistan broadly reported 46 industrial accidents that year across various industries, resulting in 40 fatalities and 27 injuries.

Why This Matters for Pakistan

As Pakistan seeks to diversify its energy portfolio and enhance energy security, developments relating to major hydro projects in the region carry significant relevance. The Rogun Dam, located upstream on the Vakhsh River, part of the Amu Darya basin, can influence water flow impacting downstream users, including Pakistan. Additionally, the incident highlights ongoing risks and operational challenges inherent in large-scale hydropower ventures, reflecting the importance of stringent safety and project management standards.

A local official remarked, “It was an accident and has nothing to do with the quality of the construction,” underscoring the ongoing scrutiny and debate around the dam’s safety and development progress.
