Aurangzeb urges trust, policy steadiness to boost private investment

Federal Finance Minister Senator Muhammad Aurangzeb emphasized the need for rebuilding taxpayer confidence and ensuring policy stability to foster private sector investment in Pakistan. Speaking at a high-level workshop in Islamabad organized by the Finance Ministry in partnership with the IMF, he highlighted recent tax reforms that have improved revenue collection and economic growth prospects.

Tax reforms driving revenue growth

Aurangzeb noted that the Federal Board of Revenue (FBR) has seen its tax-to-GDP ratio rise from 8.8% to 10.3%, representing a significant stride towards a more robust taxation system. This progress was supported by a 40% increase in tax revenues over the preceding two fiscal years, which the minister credited primarily to enhanced enforcement strategies and new policy initiatives. Specifically, 0.9 percentage points of the 1.5-point increase in the tax-to-GDP ratio are attributed to enforcement, with the remainder coming from policy changes. He affirmed that clamping down on tax evasion and corruption had been vital to this achievement and stressed that intensified enforcement would remain critical.

Need for policy consistency and trust

Stressing the importance of a stable regulatory environment, Aurangzeb warned against unpredictable fiscal measures that could deter long-term private sector investments. “We cannot continue to give surprises to private-sector investment at every single budget,” he said, underlining that predictable government policies and political consensus are crucial for sustainable growth.

The minister also stressed the importance of collaboration between federal and provincial authorities to unify tax policies and broaden the tax base. Restoring credibility within the tax authority and improving its relationship with taxpayers emerged as essential components to strengthen Pakistan’s tax framework.

Implications for Pakistan’s economy

This renewed focus on tax reforms and investor confidence comes at a critical moment as Pakistan aims to stabilize its economy and boost growth prospects. Enhancing tax revenue not only facilitates better public services but also reduces dependency on external borrowing. For Pakistani businesses and investors, predictable policies and transparent institutions can provide a more conducive environment for expansion and job creation.

The government’s commitment to these reforms signals a strategic effort toward economic resilience, potentially attracting more domestic and foreign investment. As the tax reform process advances, continued emphasis on institutional strengthening and fiscal discipline will be key to sustaining these gains.
