HEC Alerts Students on Recognition of Overseas Online Degrees

The Higher Education Commission (HEC) of Pakistan has issued a cautionary advisory for students considering enrollment in foreign degree programs, emphasizing the need to verify the accreditation status and delivery mode of such courses. This alert comes amid a growing trend among international universities to adopt online and hybrid learning models.

According to the HEC, from Spring 2026 onward, degrees officially registered as conventional on-campus programs but completed entirely through online or blended formats will no longer be recognized in Pakistan unless the online delivery method is formally approved by the relevant regulatory authority in the university’s home country.

The commission urged both prospective and currently enrolled international students to meticulously check the accreditation and residency requirements of their programs to avoid challenges related to degree recognition and equivalence within Pakistan. The warning is applicable not only to students planning to study abroad but also to those already pursuing foreign qualifications.

HEC officials clarified that applications for degree equivalence will continue to be processed through their online system, with each case evaluated on its academic merits individually. The advisory aims to protect students from future academic, professional, and legal difficulties by ensuring foreign qualifications align with Pakistani regulatory standards.

It is important to note that the HEC does not maintain a universal public list of approved foreign degrees. Instead, each international credential is assessed separately to determine its equivalence with Pakistani academic benchmarks. Generally, degrees from universities listed in globally recognized databases such as UNESCO’s World Higher Education Database, and those properly accredited in their countries, are considered for recognition.

Applicants seeking equivalence must apply through the HEC online portal where comprehensive verification is conducted on a case-by-case basis. Additionally, the HEC maintains a specific list of approved transnational education partnerships and foreign university programs operating within Pakistan, primarily involving UK institutions. Such collaborations are typically easier to recognize due to prior formal approval.

This advisory from the HEC highlights the evolving landscape of higher education and the imperative for students to remain informed about regulatory compliance to safeguard their academic and professional future.
