IMF Agrees to Continue Fuel Subsidy for Existing Pakistani Beneficiaries
The International Monetary Fund (IMF) has consented to the continuation of Pakistan’s Prime Minister’s fuel subsidy program, but with significant limitations on expanding its coverage. Sources revealed on Tuesday that the IMF has directed Pakistan not to add any new beneficiaries to the subsidy scheme.
Under current negotiations between Islamabad and the global lender, the subsidy is to remain restricted to vehicles with specific engine capacities, including motorcycles, three-wheelers, and vehicles with engines up to 800cc. This move is part of the broader framework of economic reforms Pakistan has agreed to as it seeks further assistance from the IMF.
The discussions have also led to the initiation of drafting the Memorandum of Economic and Financial Policies (MEFP), a document that details the policy commitments required under the IMF’s program. This memorandum will shape Pakistan’s fiscal and economic strategies moving forward, incorporating the conditions attached to the financial assistance package.
Alongside the fuel subsidy terms, the IMF has made additional demands affecting other sectors. These include calls for deregulation of the sugar industry, a prominent sector in Pakistan’s economy, with the involvement and approval of provincial authorities. Moreover, the IMF has requested an end to the tax exemptions provided to electric vehicles (EVs) under the country’s auto policy.
In further negotiations, the IMF mission has held talks with officials from the Ministry of Petroleum and the Power Division to discuss related energy pricing mechanisms. The gas tariff structure remains a critical topic on the agenda, with another round of discussions scheduled with Finance Ministry representatives to address these issues.
These developments underscore the IMF’s intent to enforce stringent fiscal discipline and gradual subsidy rationalization, while still maintaining support for specific vulnerable groups benefiting from fuel subsidies in Pakistan.
