Improving the quality of driving license application process

To obtain a driving license in Lahore, involves a series of steps, first, you must get a learner license and after 42days you can apply for a permanent license. For a learner license, it requires a copy of an ID card and 60Rs of a ticket, and a picture of the applicant which one must submit at the nearest traffic police office.

For a permanent license applicant will visit Driving centers in Lahore with required documents, Application Form A, Original learner’s permit of at least 6 weeks., Medical certificate for citizen age 50 and more, 3 attested passport size fresh photographs, an attested copy of CNIC, Paste the fees ticket on the document.

When visited the obtain learners permit the quality service problem which was identified were as follows, the tickets required to get a learner permit were not available as the ticket booth was closed because the person who sells tickets was not present due to which made people return without a permit.

It was a second visit everyone was able to get a learner permit. After 42 days when went to obtain a permanent license, similar problems were faced at the driving license center at Arfa Kareem towers the first encounter was with the parking facility, applicants were not allowed to park inside, and the nearby parking facility was full and had no space. Getting to the license booth there was no electricity, and the system is shut down.

The second time when visited the same facility the ticket booth was not open because the person responsible was late. Apart from these was too much miss management, people were waiting in a long queue to submit their documents.

A report publishes in The Nations claims, for several years, private agents have basically run the Licensing Division of the Lahore Traffic Police. They do not  assist police officers in mint money, they also allow applicants to satisfy legal formalities as well  when at time  of applying for a driving license.

The provincial government has initiated multi-billion transport schemes in the metropolis in recent years, but the city traffic policies have not built them. During an investigation, The Nation has undertaken that 90% of the applicants applied for driving licenses by agents or intermediaries. We can observe many agents on footpaths outside the traffic police headquarters in Lahore.

And without participating in the driving test, they help incompetent people get driving licenses in connivance with the policemen. The process is very difficult because the traffic officers’ “file requires signatures.” Of anyone who wished to bypass the lengthy process for obtaining a driving license, agents bill eight to ten thousand rupees.

The research conducted claims that the big rise in the number of drivers on roads without previous driving training1 and who drive without driving licenses is one of the horrible traffic safety issues in Pakistan. The thesis investigates the impact on aberrant driving habits of Pakistani drivers of driving training and driving licenses.

The current manual test protocol in most parts of Asia and the Pacific region, the Smart Driving Test Automation Method presented in this paper speeds up the testing of candidates obtaining a driving license in a more effective and straightforward manner. The manual test technique is often subject to various limits, such as time-consuming, expensive, and highly regulated by the examiner’s expertise in performing the test.

The controller module detects the motion of the test vehicle as determined at zero rpm on the test track. The technical approach to automate the current manual test procedure requires removing human interference and increase the accuracy of the driving test by using the Driving Test Automation System without paper. As a service to society, this technical approach will minimize the number of road accidents since most accidents are highly dependent on driving abilities due to a lack of planning, anticipation, and power.

If the applicant wants to get license means, smart automation mechanism. The first candidate needs to hold a finger in the fingerprint sensor, then it tells the candidate’s history that the history involves candidate bio info, address, number of appearances for this licensing test, and how many times this test failed. The claimant must take a test drive on the load cell-based panel after this review, then the load cell detects the candidate’s and bike’s weight. If the nominee has some foot contact on the panel, such mismatches may arise due to deviation in the panel.

The load cell determines the weight. The proximity sensor detects whether the applicant shows the turning by hand if it does not note as an error Finally, the machine will settle on the success of the candidate and produce a certificate for the successful applicant.

This revolutionary approach will overcome corruption as a contribution to society and decrease the number of road accidents due to most accidents arising from lack of preparation, expectation, and control that are highly dependent on the driving skills of an individual. Thus,  introducing an automated driving test for licensing issues from our proposed scheme.

The suggested approach to automate the current manual evaluation procedure requires the removal of human interference and increases the accuracy of the driving test. With Driving Skill Assessment, thus becoming paperless, The Device. The one-window facility will be to grant educational driving licenses to residents without any paperwork requirements. In addition, residents may use a computerized system to renew the validity of their driving licenses.

Without holding photographs, passports, or type, people may use modern facilities to get their teaching driving licenses and their renewal. In addition to paying government fines, applicants would have to bear their initial computerized national identification cards (CNIC) for the purposes of registration for their driving licenses.

There should be cooperation between all the appropriate position actors to  facilitate when drafting basic operating procedures. Enabling end-users to engage in the creation of procedures enhances a feeling of empowerment and a sense of being able to contribute directly to the organization’s objectives.

Collaboration between instructional designers, subject matter specialists, organizational level officials, and management improves efficacy in the production of processes. Standard operating protocols should be transparent in such a fashion that a large public will understand them.

It is hard to interpret overloaded and directionless basic operating procedures. We should take caution not to provide an excessive amount of information for this purpose. A scarcity of essential information, however, must also be avoided. It is also important to make procedures available quickly and do not include details that may become redundant within a limited period.

To create uniform processes, we need some factors to address. The framework philosophy expresses this method as it enables input, performance, feedback and assessment from multiple role actors, and we need more consideration for its possible role in creating standard operating procedures.

The main problem lies in the documentation and the implementation of standard procedures together with the lack of control of the government over its institutions. The lack of government regulations and supervision has led to all the other problems such as corruption, system shutdown, attitudes of officers.

All these suggestions will only be possible if the state takes action and the Government takes full responsibility for the proper implementation of standard procedures. The need to implement solutions and which only be possible if the Government revises the standard procedures and implements the process control system. A completely automated mechanism with minimum human involvement is the only way to address all the issues, which is not a need but a necessity.
