Punjab Launches Biometric Arazi Moawin for Property Deeds

The Punjab government has introduced a digital overhaul for property deed documentation by implementing the new Arazi Moawin system. This system harnesses biometric technology to modernize and regulate property deed preparations across the province.

Modernizing Property Documentation in Punjab

Replacing traditional manual methods, the Arazi Moawin system requires that only registered deed writers, known as Arazi Moawins, prepare property documents. Any unregistered deed writers lost their authorization after October 12, prompting a transition to a more secure and transparent process.

To enable former deed writers to continue operating under this new framework, the government has introduced an online registration portal and monthly subscription plans. These measures help establish a formal registry while ensuring that participants equip themselves with necessary biometric hardware.

Biometric Technology as a Compliance Requirement

A key aspect of the revamped system is the mandatory use of biometric devices by all newly registered Arazi Moawins. This ensures that property deeds are processed with enhanced identity verification, reducing the risks of fraud and creating an audit trail.

However, uptake remains limited so far. In Lahore, the provincial capital, there are currently only 138 registered Arazi Moawins utilizing the biometric system, reflecting a slow adjustment within the traditionally rooted real estate sector.

Significance for Pakistan’s Real Estate Sector

For Pakistan, where property rights and deed authenticity have long posed challenges, Punjab’s initiative represents a vital step toward digital reform. The biometric Arazi Moawin system can drastically curb forgery, streamline property transfers, and protect buyers and sellers.

As Muhammad Haaris, a tech analyst, noted, the system signals a fundamental shift towards integrating modern technology in land record management, potentially influencing other provinces to follow suit. For property owners and investors in Pakistan, these developments promise enhanced legal security and transparency in real estate dealings.
