RDA Inquiry into Illegal Housing Plan Approval Remains Incomplete

RDA Inquiry into Illegal Housing Plan Approval Remains Incomplete

An investigation began nine months ago into the unauthorized approval of a housing society layout plan by officials of the Rawalpindi Development Authority (RDA) but remains unresolved.

Background of the RDA Probe

Six RDA officers were suspended after findings revealed that the layout plan for University Town was approved for 3,400 kanals, double the actual project size of 1,700 kanals. This discrepancy raised concerns about potential misuse of authority in land approvals.

The Housing, Urban Development and Public Health Engineering Department’s secretary took cognizance of these irregularities and instructed the RDA’s then director general, Kanza Murtaza, to initiate legal proceedings against those involved in the approval process.

Details of the Officials and Investigation Status

The suspended personnel include Deputy Director Planning Samiullah Khan Niazi, Assistant Directors Shaza Tanveer and Haji Dilshad, Scheme Superintendent Shafqat Shah, Inspector Tariq Kamboh, and Draftsman Muhammad Afzal, all associated with the MP&T Directorate. Financial oversight is being handled by Director Finance Masood Arshad, who serves as the inquiry officer assigned to evaluate the case.

However, progress has stalled, partly because the inquiry officer is expected to retire next year, raising concerns about the inquiry’s timely completion. So far, no conclusive outcomes or accountability actions have been publicized.

Why This Matters for Pakistan

This pending investigation highlights ongoing challenges in land regulation enforcement, a critical issue in Pakistan’s urban development. Illegal approvals threaten the integrity of city planning, potentially diminish public trust, and can spur unauthorized urban sprawl. For residents and investors, transparency and strict adherence to rules by development authorities like the RDA are essential to ensure sustainable urban growth. The delay in resolving this matter underscores the need for stronger institutional mechanisms to prevent and address such irregularities effectively.

As one official involved in the matter noted, the inquiry is crucial for establishing accountability and safeguarding public interests.
