Sindh To Digitalise Scholarship System and Review University Seats

The Sindh government has initiated measures to digitalise the Sindh Educational Endowment Fund (SEEF) scholarship system and reassess scholarship seat allocations at universities, aiming to enhance educational access for deserving students.

During a recent meeting of the Executive Committee of the SEEF Trust, chaired by Sindh Secretary for College Education Nadeem Memon, several strategic reforms were approved. These include the development of a Smart Portal to manage scholarships digitally, the appointment of an independent audit firm, and a rationalisation of scholarship seats to optimise their distribution.

To strengthen the financial management of the Trust, a panel of financial experts has been formed to draft a new investment policy. The policy will focus on maximising returns on the Trust’s funds while ensuring compliance with all relevant laws, governmental directives, and regulatory requirements.

The Executive Committee also approved, in principle, the hiring of a third-party audit firm for a two-year term starting from the 2025-26 financial year. The procurement process is to adhere strictly to Sindh Public Procurement Regulatory Authority (SPPRA) rules, ensuring transparency by awarding contracts through an open tender to the lowest responsive bidder.

Work on the Smart Portal is set to commence, with officials tasked to finalise the proposal and present it to the Board of Trustees for approval. The portal is expected to be operational by next year, streamlining scholarship applications and management.

Additionally, applications from new universities and educational institutions seeking inclusion in the SEEF panel were reviewed. On rationalising scholarship seats, the committee analysed current financial standings and expenditure trends, with Memon constituting a separate committee to provide recommendations within one week. The intent is to review and adjust allocations, especially for institutions with higher financial burdens, to benefit a larger number of eligible students.

This digitalisation and rationalisation initiative reflects Sindh’s commitment to utilising resources efficiently and expanding educational opportunities through transparency and technological advancement.
