HEC Launches Fully Online Paperless Degree Attestation System

The Higher Education Commission (HEC) of Pakistan has introduced a fully online and paperless system for degree attestation, replacing the previous manual verification process. This new initiative aims to streamline and expedite document verification for students and professionals nationwide.

With the new system, applicants can submit their attestation requests at any time through the HEC e-Services Portal without the need to visit HEC offices physically. The platform operates 24/7, allowing convenient and timely access that helps to reduce delays traditionally associated with degree verification.

Upon successful verification of the submitted documents, applicants will receive an electronic attestation certificate, commonly known as an e-Attestation Certificate. This certificate can be downloaded directly from the applicant’s online dashboard. Additionally, the authenticity of these certificates, along with the attested documents, can be verified later via the HEC Verification Portal. This feature is designed to enhance the credibility and reduce potential misuse of educational credentials.

One significant change under the new guidelines is that only original degrees will be accepted for attestation. Photocopies or scanned versions of educational documents are no longer eligible for processing, reinforcing the accuracy and integrity of the attestation system.

The transition to fully digital handling means applicants no longer need to send original documents by courier as the entire process is completed online. This move is expected to ease the burden on applicants and reduce administrative overheads for HEC.

Applicants who have already submitted their applications under the old manual system and have paid the fee will have their cases processed following the previous procedure until June 30, 2026. Those with pending applications under the old system are encouraged to switch to the online platform to benefit from faster processing times.

HEC has confirmed that all attestation certificates issued prior to the launch of the new system will remain valid and can still be verified through the online verification portal, ensuring continuity and trust in past-issued documents.

This digital transformation in degree verification aligns with HEC’s broader efforts to modernize higher education services and offers a more efficient, transparent, and accessible process benefitting students, graduates, and professionals across Pakistan.
